Bihar and Andhra Pradesh Reap Benefits from Recent Budget Announcements

In a recent budget speech delivered by Finance Minister Nirmala Sitharaman, significant allocations and developmental plans were unveiled, focusing on the comprehensive growth of Bihar and Andhra Pradesh. These initiatives aim to transform these regions into engines of economic progress and cultural rejuvenation, contributing to the vision of a developed India, or “Viksit Bharat.”

Purvodaya Initiative for Eastern India

The Purvodaya initiative is set to revolutionize the eastern part of India, encompassing the states of Bihar, Jharkhand, West Bengal, Odisha, and Andhra Pradesh. This initiative aims at all-round development, including human resource development, infrastructure enhancement, and the creation of economic opportunities. The objective is to leverage the rich cultural traditions and natural endowments of these states to drive significant economic growth.

One of the critical projects under this initiative is the development of an industrial node at Gaya, as part of the Amritsar-Kolkata Industrial Corridor. This industrial node will serve as a model for transforming ancient cultural centers into modern economic hubs, embodying the philosophy of “Vikas bhi Virasat bhi” (development alongside heritage).

Infrastructure and Connectivity in Bihar

Bihar is set to benefit from a slew of infrastructure projects aimed at improving connectivity and fostering economic growth. The budget allocates `26,000 crore for the development of major road connectivity projects, including the Patna-Purnea Expressway, Buxar-Bhagalpur Expressway, and spurs connecting Bodhgaya, Rajgir, Vaishali, and Darbhanga. Additionally, a new two-lane bridge over the Ganga River at Buxar is planned.

Power infrastructure is also a priority, with the establishment of a new 2400 MW power plant at Pirpainti at a cost of `21,400 crore. These projects are expected to significantly boost the state’s economic landscape.

The budget also emphasizes the development of new airports, medical colleges, and sports infrastructure in Bihar. To support these extensive capital investments, additional allocations will be made, and the Bihar Government’s requests for external assistance from multilateral development banks will be expedited.

Andhra Pradesh Reorganization Act

The government has reaffirmed its commitment to fulfilling the promises made under the Andhra Pradesh Reorganization Act. Recognizing the need for a capital for the state, special financial support through multilateral development agencies will be facilitated. In the current financial year, `15,000 crore has been earmarked, with more funds to follow in subsequent years.

The Polavaram Irrigation Project, a critical lifeline for Andhra Pradesh and its agricultural sector, is a top priority. The government is dedicated to its timely completion, which is vital for the country’s food security.

To promote industrial development, funds will be allocated for essential infrastructure such as water, power, railways, and roads in the Kopparthy node on the Vishakhapatnam-Chennai Industrial Corridor and the Orvakal node on the Hyderabad-Bengaluru Industrial Corridor. Additional allocations will also be made to support capital investments, particularly in the backward regions of Rayalaseema, Prakasam, and North Coastal Andhra, as outlined in the Act.
